In order to be awarded a contract to provide Spanish interpreting services for the South Carolina Department of Social Services, an individual must document the successful completion of the Interpreter Qualification Project (IQP).

Exception: Individuals with Federal or State Court Certifications may provide verification to Ms. Sheila Lilly at the address below to have the IQP training waived.

The following are the steps to the IQP and contract process:

Step 1. Complete a profile sheet and fax or email it to:

Step 2. Obtain an Oral Proficiency Interview (OPI) through Language Testing International and receive an Advance-Mid rating.  Please refer to the IQP Oral Proficiency Interview instructions.

(Please note: This is a change from previous years.  Language Proficiency testing will no longer be required.  Instead, the Oral Proficiency Interview (OPI) conducted by Language Testing International (LTI) will be required prior to registering for Interpreter Qualification Project Training.  There is a $134.00 fee for this test that is paid directly to LTI. ) If an Advance-Mid rating is obtained, an Interpreter Qualification Project registration form will be sent to you by mail or email. 

Those persons who passed the Language Proficiency test between July 1, 2008 and June 30 2010 may still register for IQP training without an oral proficiency interview.

Step 3. Successfully complete training and testing offered through the Interpreter Qualification Project.  This is a daylong, 4 day training.    Registrants for the Interpreter Qualification Project Training will be accepted on a space available basis with priority given to DSS agency and prospective employees.

Preference will be given to those applicants who reside in or near counties where there is a shortage of interpreters as determined by DSS and DHEC.  Currently, those areas are Aiken, Anderson, Clarendon, Dillon, Florence, Greenwood, Laurens, Newberry, Oconee and Pickens counties. You may be required to provide proof of residence showing that you either reside in or near the underserved areas.

Please note that this training is only for individuals who intend to secure a contract to provide Spanish interpreter services for the South Carolina Department of Social Services.

Step 4. Apply for and receive a contract with the South Carolina Budget and Control Board.  The contract standardizes qualifications and fees for interpreters who work for the South Carolina Department of Social Services.  Please see IQP State Contract Information. When a contract is awarded the interpreter’s name and contact information is added to the list of interpreters which is available to all DSS staff.
